Working in Occupied Areas Job Safety Analysis (JSA)

Job / Task

Construction, maintenance, repair, inspection, installation, renovation, and related work performed in or adjacent to areas occupied by employees, tenants, customers, visitors, patients, students, residents, or other members of the public.

Purpose

This Job Safety Analysis (JSA), also known as a Job Hazard Analysis (JHA), identifies hazards associated with working in occupied areas and establishes safe work practices and controls to protect workers and building occupants from construction activities, tools, equipment, dust, noise, debris, falling objects, restricted access, and other work-related hazards.

Personnel Qualifications

Employees shall be trained for their assigned work and shall understand the additional precautions required when work is performed around occupants or the public.

Employees shall:

  • Understand the work scope, occupied-area restrictions, access routes, emergency procedures, and site-specific requirements.
  • Coordinate work with supervision and the building owner, client, facility representative, or other responsible party as required.
  • Maintain professional conduct and remain aware of occupants who may enter or approach the work area.
  • Install and maintain required barricades, signs, dust controls, floor protection, and other protective measures.
  • Keep tools, materials, cords, equipment, and debris secured and outside public access areas.
  • Control noise, dust, fumes, odors, vibration, and other disturbances as required.
  • Maintain required exits, accessibility routes, and emergency access.
  • Stop work when occupants enter a hazardous area or when established controls become ineffective.

Required PPE

PPE shall be selected based on the construction or maintenance task and work environment and may include:

  • Safety glasses with side protection.
  • Safety footwear with appropriate toe protection and slip-resistant soles.
  • Work gloves appropriate for the task.
  • Hard hat where overhead or falling-object hazards exist.
  • High-visibility apparel where vehicles or mobile equipment are present.
  • Hearing protection where noise exposure requires it.
  • Respiratory protection when required by the hazard assessment and Respiratory Protection Program.
  • Fall protection where required by the work condition.
  • Additional task-specific PPE required by the work activity or site.

PPE protects employees but does not protect building occupants; engineering controls, barriers, scheduling, isolation, ventilation, housekeeping, and other measures shall be used to control occupant exposure.

JSA – Job Steps, Hazards, and Controls

Step 1 – Plan and Coordinate the Work

Potential Hazards

  • Occupants unaware of work hazards.
  • Conflicting building activities.
  • Inadequate work-area isolation.
  • Disruption of essential services.
  • Emergency access conflicts.

Required Controls

  • Review the work scope and identify how the activity could affect occupants and normal building operations.
  • Coordinate work hours, access, shutdowns, deliveries, noise, dust, and other impacts with the responsible facility or client representative.
  • Identify sensitive or restricted areas and populations that may require additional controls.
  • Determine whether work should be scheduled during low-occupancy or unoccupied periods.
  • Review emergency exits, evacuation routes, and required accessibility before work begins.

Step 2 – Inspect the Work Area

Potential Hazards

  • Pedestrian traffic.
  • Slips, trips, and falls.
  • Existing utilities.
  • Overhead hazards.
  • Limited space.
  • Occupied rooms adjacent to work.

Required Controls

  • Inspect the work area and surrounding occupied spaces before beginning.
  • Identify entrances, exits, corridors, elevators, stairs, utilities, fire protection equipment, and occupant travel paths.
  • Identify conditions that could allow dust, debris, tools, noise, fumes, or other hazards to affect occupants.
  • Establish controls before tools or materials are brought into the area.

Step 3 – Establish and Secure the Work Zone

Potential Hazards

  • Unauthorized entry.
  • Occupant contact with tools or materials.
  • Falling or flying debris.
  • Trip hazards.
  • Insufficient separation.

Required Controls

  • Use barricades, temporary partitions, caution tape, signs, locked doors, fencing, or other controls appropriate to the hazard.
  • Use rigid barriers rather than caution tape where physical separation is necessary.
  • Clearly identify alternate routes when normal access is restricted.
  • Prevent occupants from entering active work areas.
  • Maintain barriers throughout the work and inspect them periodically.

Step 4 – Bring Tools, Equipment, and Materials into the Area

Potential Hazards

  • Struck-by incidents.
  • Blocked corridors or exits.
  • Damage to occupied property.
  • Manual handling injuries.
  • Pedestrian conflicts.

Required Controls

  • Plan delivery routes and times to minimize interaction with occupants.
  • Use carts or mechanical handling aids when practical.
  • Use spotters where large materials or equipment restrict visibility.
  • Do not leave tools or materials unattended in public or occupant-accessible areas.
  • Keep exits, stairs, corridors, fire doors, and emergency equipment unobstructed.
  • Protect floors, walls, doors, and finishes as necessary.

Step 5 – Control Cords, Hoses, and Temporary Utilities

Potential Hazards

  • Trips and falls.
  • Electrical shock.
  • Blocked access.
  • Damage to cords or hoses.
  • Occupant tampering.

Required Controls

  • Route cords and hoses outside occupant travel paths whenever practical.
  • Use approved cord covers, ramps, overhead routing, or other effective controls where crossings cannot be avoided.
  • Use GFCI protection where required.
  • Inspect temporary electrical equipment before use.
  • Do not leave energized tools, open panels, or temporary connections accessible to occupants.

Step 6 – Perform Construction or Maintenance Work

Potential Hazards

  • Flying particles.
  • Sharp objects.
  • Tool contact.
  • Noise.
  • Falling objects.
  • Occupants entering work zone.

Required Controls

  • Maintain work-area isolation while work is in progress.
  • Use guards and task-specific controls for tools and equipment.
  • Secure tools and materials to prevent falling or uncontrolled movement.
  • Keep doors, partitions, or barriers closed as required.
  • Stop work if an occupant enters the hazardous work zone.
  • Do not leave operating equipment unattended.

Step 7 – Control Dust and Airborne Contaminants

Potential Hazards

  • Dust migration.
  • Respiratory irritation.
  • Silica or other hazardous dust.
  • Contamination of occupied areas or HVAC systems.
  • Reduced visibility.

Required Controls

  • Assess materials before cutting, drilling, sanding, demolition, or other dust-generating work.
  • Use local exhaust, HEPA-filtered vacuum systems, wet methods, containment, or other appropriate controls.
  • Seal or isolate the work area when necessary.
  • Protect or coordinate HVAC intakes, returns, and ventilation systems where contamination could spread.
  • Use task-specific respiratory protection when required.
  • Clean dust using methods that minimize re-suspension.

Step 8 – Control Noise, Vibration, Fumes, and Odors

Potential Hazards

  • Occupant disturbance.
  • Hearing hazards.
  • Migration of fumes or odors.
  • Interference with alarms or communication.
  • Complaints or work interruption.

Required Controls

  • Select lower-noise or lower-emission methods where practical.
  • Schedule disruptive activities during approved periods.
  • Use ventilation, isolation, or local exhaust for fumes and odors.
  • Keep containers closed when not in use.
  • Notify the responsible facility representative before activities likely to affect occupants.
  • Stop and reassess if unexpected fumes, odors, smoke, or excessive disturbance reaches occupied areas.

Step 9 – Maintain Housekeeping and Safe Access

Potential Hazards

  • Slips, trips, and falls.
  • Debris migration.
  • Blocked exits.
  • Sharp objects.
  • Occupant contact with waste.

Required Controls

  • Use clean-as-you-go practices.
  • Place waste and debris in suitable containers and remove it regularly.
  • Keep public and employee travel paths clear and dry.
  • Do not store tools, materials, ladders, carts, or waste in exits, stairs, or corridors unless specifically controlled and permitted.
  • Immediately correct or barricade spills and walking-surface hazards.

Step 10 – Perform Work Above or Adjacent to Occupied Areas

Potential Hazards

  • Falling tools or materials.
  • Debris entering occupied space.
  • Falls.
  • Occupants beneath elevated work.

Required Controls

  • Establish an exclusion zone beneath overhead work.
  • Use toe boards, screens, debris containment, tool tethering, or other falling-object controls as appropriate.
  • Do not permit occupants beneath suspended loads or active overhead work.
  • Use required fall protection for employees.
  • Coordinate temporary closures or alternate routes when overhead work affects normal travel paths.

Step 11 – Interrupt or Shut Down Building Services

Potential Hazards

  • Loss of power, lighting, water, HVAC, fire protection, alarms, communications, or other essential services.
  • Unexpected occupant exposure.
  • Emergency-system impairment.

Required Controls

  • Coordinate planned shutdowns with the responsible facility representative before work begins.
  • Identify affected systems and occupants.
  • Use applicable lockout/tagout and system-specific procedures.
  • Provide temporary controls where required.
  • Do not impair fire protection, alarms, emergency lighting, or other life-safety systems without required authorization, notification, and compensatory measures.

Step 12 – Leave the Area Unattended or End the Shift

Potential Hazards

  • Occupants entering incomplete work.
  • Exposed wiring or openings.
  • Unsecured tools or materials.
  • Trip hazards.
  • Incomplete barriers.

Required Controls

  • Remove or secure tools, equipment, chemicals, and materials before leaving.
  • Cover, guard, lock, barricade, or otherwise protect incomplete work.
  • De-energize equipment and control hazardous energy as required.
  • Verify temporary barriers and warning signs remain effective.
  • Remove debris and restore safe occupant access where appropriate.
  • Communicate unresolved hazards and restrictions to the responsible facility representative.

Step 13 – Complete Work and Restore the Area

Potential Hazards

  • Residual dust or debris.
  • Missing guards or covers.
  • Unremoved barriers.
  • Unsafe return to occupancy.
  • Property damage.

Required Controls

  • Perform a final inspection of the work area and surrounding occupied space.
  • Remove tools, waste, temporary protection, and unnecessary barriers after hazards are eliminated.
  • Restore covers, ceiling tiles, guards, doors, utilities, and other affected systems as required.
  • Clean surfaces and travel paths before reopening the area.
  • Verify the area is safe for normal occupancy and communicate completion to the responsible representative.

General Safe Work Requirements

  • Separate occupants from construction and maintenance hazards using controls appropriate to the level of risk.
  • Maintain required exits, evacuation routes, fire doors, emergency equipment, and accessible routes.
  • Do not leave tools, equipment, chemicals, sharp materials, energized components, or other hazards accessible to occupants.
  • Use clean-as-you-go housekeeping and prevent dust and debris from migrating into occupied areas.
  • Coordinate activities that generate significant noise, vibration, fumes, odors, dust, or service interruptions.
  • Use appropriate barriers and falling-object protection when work occurs above or adjacent to occupied areas.
  • Maintain professional conduct and minimize unnecessary disruption to building operations.
  • Protect sensitive areas, furnishings, equipment, and building systems from work-related contamination or damage.
  • Stop work when occupant safety cannot be maintained or when established barriers and controls are compromised.

Training

Employees shall receive training appropriate to their assigned work and the hazards of working in occupied areas. Training shall include work-zone isolation, occupant protection, housekeeping, access and egress, dust and contaminant control, noise and fume control, emergency procedures, communication requirements, required PPE, and stop-work expectations. Employees performing specialized work shall meet applicable training, qualification, or authorization requirements.
