Backhoe and Loader Safety Program

The Backhoe and Loader Safety Program establishes requirements for the safe inspection, operation, positioning, and maintenance of backhoes, loaders, and related heavy equipment used for excavation, material handling, loading, grading, and other work activities. The program addresses common equipment hazards, including rollovers, struck-by and caught-between incidents, backing accidents, unstable ground, underground and overhead utilities, excavation edges, pedestrians, traffic, falling materials, and equipment failure. Only trained, qualified, and authorized employees may operate backhoes and loaders.

The program covers pre-use equipment inspections, seat belts and rollover protective structures (ROPS), safe mounting and dismounting, starting and operating procedures, travel, backing, spotter use, loading and unloading, bucket and attachment safety, slopes and uneven terrain, excavation work, utility hazards, parking, shutdown, and equipment maintenance. Operators must maintain control of the equipment, observe rated capacities and manufacturer limitations, keep employees clear of operating and swing areas, and never allow personnel beneath raised buckets or attachments. Defective equipment must be removed from service when necessary. Training, inspections, communication, and safe operating practices help prevent backhoe and loader accidents and protect operators, ground personnel, and others working around heavy equipment.
