HAND AND POWER TOOLS JOB SAFETY ANALYSIS (JSA)
Job / Task
Selection, inspection, setup, operation, adjustment, maintenance, and storage of hand tools and portable power tools used for construction, maintenance, repair, and general work activities.
Purpose
This Job Safety Analysis (JSA), also known as a Job Hazard Analysis (JHA), identifies hazards associated with hand and power tool use and establishes controls to prevent cuts, struck-by injuries, electrical shock, burns, eye injuries, hearing damage, flying particles, kickback, and other tool-related incidents.
Personnel Qualifications
Employees shall be trained and competent to use the tools assigned to them and shall understand the hazards, limitations, manufacturer instructions, and required controls.
Employees shall:
- Select the correct tool for the task and material.
- Inspect tools before use and remove defective tools from service.
- Use tools only for their intended purpose.
- Follow manufacturer instructions and applicable site requirements.
- Use required guards, handles, accessories, and protective devices.
- Wear PPE appropriate to the tool and task.
- Stop work and report unsafe conditions or damaged tools.
Required PPE
PPE shall be selected based on the hazards created by the specific tool and task and may include:
- Safety glasses with side protection; a face shield may be required for flying-particle or splash hazards.
- Hearing protection when noise exposure warrants it.
- Safety footwear appropriate to the task.
- Gloves appropriate for the material and task, when they can be worn safely with the tool.
- Hard hat where overhead or falling-object hazards exist.
- Respiratory protection when required by the hazard assessment and applicable respiratory protection program.
- Additional task-specific PPE such as protective clothing or welding protection.
PPE shall not be used as a substitute for proper tool selection, guards, safe work practices, or engineering controls.
JSA – Job Steps, Hazards, and Controls
Step 1 – Select the Correct Tool
Potential Hazards
- Using the wrong tool.
- Tool failure.
- Overexertion.
- Unexpected movement or kickback.
- Damage to the workpiece or tool.
Required Controls
- Select a tool designed for the intended task and material.
- Use tools within their rated capacity.
- Do not improvise tools or use tools for unintended purposes.
- Use the correct size and type of bit, blade, wheel, socket, accessory, or attachment.
- Use tools appropriate for the work environment, including non-sparking or electrically rated equipment when required.
Step 2 – Inspect Tools Before Use
Potential Hazards
- Broken handles.
- Cracked housings.
- Damaged cords or plugs.
- Missing guards.
- Loose parts.
- Worn accessories.
- Electrical defects.
Required Controls
- Inspect hand and power tools before each use.
- Check handles, guards, switches, cords, plugs, housings, fasteners, accessories, and other safety-related components.
- Verify guards and protective devices are installed and functioning.
- Remove damaged or defective tools from service and clearly identify them to prevent use.
- Do not use makeshift repairs or damaged electrical cords.
- Keep tools clean and in good working condition.
Step 3 – Prepare the Work Area
Potential Hazards
- Slips, trips, and falls.
- Poor lighting.
- Contact with energized equipment.
- Flying particles affecting nearby workers.
- Uncontrolled movement of materials.
Required Controls
- Provide adequate lighting and a stable work surface.
- Keep the work area clean and free of unnecessary materials.
- Secure the workpiece before cutting, drilling, grinding, or otherwise manipulating it.
- Identify nearby employees and protect them from tool hazards.
- Establish barriers or exclusion zones when particles, sparks, noise, or other hazards could affect others.
- Keep cords, hoses, and tools positioned to minimize trip hazards.
Step 4 – Set Up the Tool and Accessories
Potential Hazards
- Incorrect accessory.
- Accessory failure.
- Unexpected startup.
- Pinch points.
- Tool instability.
Required Controls
- Use accessories specifically designed for the tool and rated for the tool’s operating speed and application.
- Inspect blades, bits, wheels, discs, and other accessories before installation.
- Disconnect or isolate the tool from its energy source before changing accessories when required.
- Secure accessories according to manufacturer instructions.
- Use auxiliary handles and other supplied controls.
- Position the tool so the operator can maintain stable footing and control.
Step 5 – Operate Hand Tools
Potential Hazards
- Cuts and punctures.
- Struck-by injuries.
- Flying particles.
- Musculoskeletal strain.
- Improper use.
Required Controls
- Use the correct tool and size for the job.
- Keep cutting edges sharp and properly maintained.
- Direct cutting edges away from the body and other employees.
- Do not use damaged or mushroomed striking tools.
- Do not use screwdrivers, chisels, or other tools as substitutes for tools not intended for the task.
- Keep hands out of the line of fire and maintain secure footing.
- Carry and store sharp tools so exposed edges are protected.
Step 6 – Operate Portable Electric Tools
Potential Hazards
- Electric shock.
- Electrocution
- Cuts and lacerations.
- Kickback.
- Unexpected startup.
- Damaged cords.
Required Controls
- Use tools with intact cords, plugs, switches, and housings.
- Use required grounding or approved double-insulated equipment as appropriate.
- Protect cords from damage, heat, sharp edges, vehicles, and other hazards.
- Do not carry or lower a tool by its cord.
- Do not pull, yank, or unplug by the cord.
- Keep electrical connections dry and protected.
- Use appropriate ground-fault protection where required.
- Disconnect the tool before servicing, cleaning, or changing accessories unless the procedure specifically requires otherwise.
Step 7 – Operate Pneumatic Tools
Potential Hazards
- Hose whip.
- Flying fittings.
- Compressed-air injection injuries.
- Noise
- Flying particles.
- Unexpected tool movement.
Required Controls
- Inspect hoses, fittings, couplings, and tools before use.
- Secure connections and use appropriate safety devices where required.
- Do not point compressed air or pneumatic tools at people.
- Do not use compressed air for cleaning people or clothing.
- Use hoses rated for the intended pressure and application.
- Control hose routing to prevent trips and damage.
- Wear eye and hearing protection as required.
- Shut off and bleed pressure before disconnecting hoses when applicable.
Step 8 – Operate Powder-Actuated Tools When Authorized

- Penetration injuries.
- Flying particles.
- Unexpected discharge.
- Noise
- Misfire
- Hidden utilities or materials.
Required Controls
- Only trained and authorized employees may use powder-actuated tools.
- Inspect the tool before use and follow manufacturer instructions.
- Verify the fastening surface is suitable and free of hazards such as concealed electrical lines, piping, or other materials.
- Wear required eye, hearing, and other PPE.
- Keep unauthorized personnel outside the work area.
- Never point the tool at anyone.
- Follow manufacturer procedures for loading, firing, misfires, and storage.
- Treat a misfired load as hazardous and follow the manufacturer’s waiting and disposal procedures.
Step 9 – Use Grinders, Saws, Drills, and Similar Rotating or Cutting Tools
Potential Hazards
- Blade or wheel breakage.
- Flying particles.
- Cuts or amputation.
- Sparks and fire.
- Dust and noise.
Required Controls
- Use the correct blade, wheel, bit, or accessory for the tool and material.
- Verify the accessory’s rated speed is compatible with the tool.
- Keep guards installed and properly adjusted.
- Maintain a firm grip and stable stance.
- Keep hands clear of cutting and rotating components.
- Allow the tool to reach operating speed before engaging the work when appropriate.
- Do not force the tool or bind the blade or wheel.
- Secure the workpiece and position yourself outside the likely line of kickback.
- Use dust control, ventilation, or respiratory protection when required.
Step 10 – Control Sparks, Heat, Dust, and Other Byproducts
Potential Hazards
- Fire
- Explosion
- Burns
- Respiratory exposure.
- Eye irritation.
- Contamination of nearby work.
Required Controls
- Evaluate the work area for combustible materials and flammable atmospheres.
- Remove or protect combustibles before generating sparks or heat.
- Use appropriate ventilation and dust controls.
- Use respiratory protection when required by the hazard assessment.
- Allow hot materials and tools to cool before handling or storage.
- Follow hot-work requirements when the task creates a hot-work hazard.
- Control sparks and debris so they do not endanger other workers.
Step 11 – Maintain, Adjust, or Clear a Tool
Potential Hazards
- Unexpected startup.
- Stored energy.
- Pinch points.
- Electric shock.
Required Controls
- Turn off and disconnect the tool from its energy source before cleaning, adjusting, clearing jams, or changing accessories when required.
- Control stored electrical, pneumatic, hydraulic, or mechanical energy.
- Use appropriate lockout or other energy-control procedures when required.
- Never place hands near moving components to clear a jam.
- Use the manufacturer’s procedures for maintenance and adjustments.
- Only qualified personnel shall perform repairs beyond routine user maintenance.
Step 12 – Store and Transport Tools
Potential Hazards
- Dropped tools.
- Cuts and punctures.
- Damage to tools.
- Unintended startup.
- Trip hazards.
Required Controls
- Turn off tools before carrying them.
- Disconnect portable power tools from their energy source when appropriate for transport.
- Protect sharp edges and points.
- Use toolboxes, bags, or other suitable containers.
- Do not carry tools in a manner that exposes others to sharp or protruding parts.
- Store tools securely when not in use.
- Keep cords and hoses coiled and protected from damage.
Prohibited Practices
- Use a damaged, defective, or improperly repaired tool.
- Remove, bypass, or disable a required guard or safety device.
- Use a tool for a purpose for which it was not designed.
- Use accessories that are incompatible with the tool or exceed their rated speed.
- Carry a power tool by its cord or pull a plug from the receptacle by the cord.
- Point pneumatic, powder-actuated, or other hazardous tools at another person.
- Use compressed air to clean people or clothing.
- Operate specialized tools without required training or authorization.
- Place hands near moving, cutting, grinding, or rotating components.
- Leave an energized or running tool unattended.
- Use improvised handles, guards, accessories, or repairs.
- Operate tools in a manner that creates an uncontrolled fire, electrical, dust, noise, or other hazard.
Emergency Procedures
In the event of a tool-related injury, electric shock, fire, unexpected discharge, equipment failure, or other emergency:
- Stop the tool and isolate its energy source when it is safe to do so.
- Warn employees in the immediate area.
- Do not touch a person who may still be in contact with an energized electrical source until the source has been safely isolated.
- Obtain emergency assistance when necessary.
- Provide first aid within the limits of training.
- Control access to the affected area.
- Remove damaged tools from service.
- Report the incident or near miss according to established procedures.
- Do not resume work until the hazard has been evaluated and appropriate controls are in place.
Training Requirements
Employees who use hand and power tools shall receive training appropriate to the tools, tasks, and hazards involved.
Training shall address:
- Tool selection and intended use.
- Pre-use inspection and defect reporting.
- Safe operation and manufacturer instructions.
- Guards and protective devices.
- Electrical safety and cord protection.
- Compressed-air and pneumatic tool hazards.
- Cutting, grinding, drilling, and kickback hazards.
- Powder-actuated tool requirements when applicable.
- Fire, dust, noise, and other task-specific hazards.
- Required PPE.
- Emergency procedures and incident reporting.
Additional training shall be provided when employees are assigned new tools, demonstrate unsafe practices, or when changes in the task or work environment create new hazards.
JSA Review
This JSA shall be reviewed with affected employees before work begins.
The JSA shall be revised or supplemented when:
- A new tool or tool type is introduced.
- The work process or material changes.
- New hazards are identified.
- An incident or near miss occurs.
- Existing controls are determined to be ineffective.
- Employees identify additional hazards.
- Work conditions change in a manner that affects tool safety.
