Chemical Transfer Job Safety Analysis (JSA)
Job / Task
Transfer of chemicals between drums, totes, tanks, process vessels, portable containers, or other approved containers using pumps, hoses, valves, gravity feed, or other authorized transfer methods.
Purpose
This Job Safety Analysis (JSA), also known as a Job Hazard Analysis (JHA), identifies hazards associated with chemical transfer and establishes controls to prevent chemical exposure, spills, splashes, incompatible mixing, fires, static discharge, overfilling, hose or connection failures, and environmental releases.
Personnel Qualifications
Chemical transfers shall be performed only by employees who are trained and authorized for the chemicals, equipment, and transfer method involved. Employees shall understand the applicable Safety Data Sheet (SDS), container labels, chemical hazards, required PPE, emergency procedures, spill response, and transfer-equipment limitations.
Employees shall:
- Verify the identity of the chemical and receiving container before transfer.
- Review the SDS and applicable transfer procedure before handling unfamiliar or hazardous chemicals.
- Confirm chemical compatibility with the receiving container, hoses, pumps, seals, fittings, and previously contained materials.
- Inspect transfer equipment and containers before use.
- Use required secondary containment, bonding and grounding, ventilation, and spill controls as applicable.
- Wear PPE appropriate to the chemical and transfer method.
- Know the location and proper use of emergency eyewash, safety shower, spill-control materials, alarms, and emergency communication methods.
- Stop the transfer immediately if a leak, spill, abnormal pressure, incompatible condition, or equipment malfunction occurs.
- Never use unlabeled or unidentified chemicals.
- Report spills, exposures, damaged equipment, and unsafe conditions promptly.
Required PPE
PPE shall be selected based on the SDS, chemical hazard, concentration, quantity, and transfer method and may include:
- Safety glasses with side protection.
- Chemical splash goggles.
- Face shield worn over chemical splash goggles where splash or pressurized-release hazards exist.
- Chemical-resistant gloves selected for the specific chemical.
- Chemical-resistant apron, coveralls, suit, or other protective clothing where required.
- Chemical-resistant footwear or boot covers where splash or spill exposure is possible.
- Respiratory protection when required by the exposure assessment and respiratory-protection program.
- Hard hat, high-visibility apparel, or other site-required PPE where applicable.
- Additional PPE specified by the SDS, hazard assessment, or site procedure.
JSA – Job Steps, Hazards, and Controls
Step 1 – Review the Chemical and Transfer Plan
Potential Hazards
- Chemical exposure.
- Incorrect chemical.
- Incompatible transfer.
- Unplanned reaction.
Required Controls
- Verify the chemical name, concentration, hazards, quantity, source container, and receiving container.
- Review the current SDS and applicable site or task-specific transfer procedure.
- Confirm the receiving container is intended for and compatible with the chemical.
- Identify incompatibilities with other chemicals, residues, construction materials, or cleaning agents.
- Determine the transfer method, required PPE, ventilation, containment, and emergency controls before beginning.
Step 2 – Verify Labels and Container Identification
Potential Hazards
- Wrong chemical transfer.
- Unidentified contents.
- Incompatible mixing.
Required Controls
- Confirm source and receiving containers are properly labeled before transfer.
- Compare the product label with the SDS and transfer documentation.
- Do not transfer chemicals from or into unidentified or improperly labeled containers.
- Label portable or secondary containers as required before use.
- Resolve any discrepancy in chemical identity before proceeding.
Step 3 – Inspect the Work Area
Potential Hazards
- Slips and trips.
- Ignition sources.
- Poor ventilation.
- Unauthorized exposure.
Required Controls
- Ensure the transfer area is clean, adequately lighted, and free of unnecessary obstructions.
- Identify and control ignition sources when flammable or combustible chemicals are involved.
- Verify ventilation is adequate for the chemical and transfer method.
- Restrict access to employees necessary for the operation.
- Ensure drains, soil, waterways, or other sensitive areas are protected from potential releases where required.
Step 4 – Verify Emergency Equipment
Potential Hazards
- Delayed response to splash, exposure, spill, or fire.
Required Controls
- Verify required eyewash and emergency shower facilities are accessible and operational where corrosive or otherwise injurious chemicals may contact the body.
- Confirm spill kits, absorbents, drain covers, neutralizing materials, or other response equipment are available as appropriate.
- Verify emergency communication methods are available.
- Ensure suitable fire extinguishing equipment is available where flammable or combustible hazards require it.
- Know the required emergency shutdown and evacuation procedures before beginning.
Step 5 – Inspect Source and Receiving Containers
Potential Hazards
- Container rupture.
- Leaks.
- Overfilling.
- Chemical release.
Required Controls
- Inspect containers for corrosion, cracks, bulging, leakage, damaged closures, or other deterioration.
- Verify containers are approved and compatible with the chemical.
- Confirm the receiving container has adequate available capacity for the planned transfer.
- Verify vents, pressure-relief devices, gauges, and level indicators are serviceable where applicable.
- Do not use damaged, leaking, or questionable containers.
Step 6 – Inspect Transfer Equipment
Potential Hazards
- Hose failure.
- Pump failure.
- Leaks.
- Pressurized release.
Required Controls
- Inspect pumps, hoses, valves, couplings, fittings, gaskets, seals, and nozzles before use.
- Verify components are chemically compatible and rated for the expected pressure, temperature, and service.
- Check hoses for cracking, softening, swelling, abrasion, kinks, or other deterioration.
- Do not use makeshift fittings or unauthorized repairs.
- Remove damaged or leaking transfer equipment from service.
Step 7 – Establish Secondary Containment
Potential Hazards
- Spill migration.
- Environmental release.
- Slip hazard.
Required Controls
- Position drums, totes, portable tanks, or transfer points within suitable secondary containment where required.
- Use drip pans or containment beneath hose connections and dispensing points where appropriate.
- Protect nearby drains and pathways from potential chemical migration.
- Ensure containment has sufficient capacity and is compatible with the chemical.
- Keep spill-control materials immediately available.
Step 8 – Bond and Ground Equipment When Required
Potential Hazards
- Static discharge.
- Fire.
- Explosion.
Required Controls
- Determine whether the chemical and transfer method require bonding and grounding.
- Bond conductive source and receiving containers before transferring flammable or combustible liquids when required.
- Establish required grounding before starting the transfer.
- Attach clamps to clean, conductive surfaces and maintain connections throughout the transfer.
- Do not begin transfer if required bonding or grounding cannot be verified.
Step 9 – Position and Secure Containers
Potential Hazards
- Container movement.
- Spill.
- Struck-by or crushing injury.
Required Controls
- Place containers on stable, level surfaces where practical.
- Secure drums, totes, tanks, or portable containers against unintended movement.
- Use appropriate material-handling equipment for heavy containers.
- Do not stand beneath suspended containers or place body parts in pinch or crush zones.
- Position containers to minimize hose strain and unnecessary manual handling.
Step 10 – Connect Transfer Hoses and Equipment
Potential Hazards
- Splash.
- Leaks.
- Incorrect connection.
- Pinch points.
Required Controls
- Verify valves are in the required position before making connections.
- Connect hoses and fittings securely using compatible components.
- Keep the face and body away from connection points where residual pressure or chemical may be present.
- Use caps, plugs, dry-disconnects, or other controls where provided.
- Check connections for proper seating before starting the transfer.
Step 11 – Open Containers or Valves
Potential Hazards
- Pressure release.
- Chemical splash.
- Vapor exposure.
Required Controls
- Open closures and valves slowly and cautiously.
- Relieve pressure only by approved methods.
- Position the body away from the opening and anticipated release path.
- Use ventilation or vapor controls where required.
- Stop if pressure, foaming, unusual odor, heat, or other unexpected conditions are observed.
Step 12 – Start the Chemical Transfer
Potential Hazards
- Splash.
- Hose movement.
- Overpressure.
- Wrong flow direction.
Required Controls
- Start pumps or open valves slowly to establish controlled flow.
- Verify chemical is flowing to the correct receiving container.
- Observe hoses, fittings, pumps, and connections for leaks.
- Maintain the transfer within equipment pressure and flow limitations.
- Do not leave an active chemical transfer unattended unless the system is specifically designed and authorized for unattended operation.
Step 13 – Monitor the Transfer
Potential Hazards
- Overfilling.
- Leaks.
- Container failure.
- Loss of containment.
Required Controls
- Continuously monitor liquid level, flow, pressure, and equipment condition as applicable.
- Maintain access to emergency shutoff controls.
- Do not rely solely on automatic shutoffs or level indicators when direct monitoring is required.
- Keep hoses and transfer equipment protected from vehicles, equipment, sharp edges, and other damage.
- Stop the transfer immediately if leakage, abnormal pressure, unusual reaction, or equipment movement occurs.
Step 14 – Prevent Overfilling
Potential Hazards
- Overflow.
- Chemical exposure.
- Environmental release.
Required Controls
- Know the safe fill capacity of the receiving container before starting.
- Allow required vapor or expansion space.
- Reduce flow as the receiving container approaches the intended fill level.
- Use level indicators, alarms, or automatic shutoffs where provided, while maintaining required monitoring.
- Stop the transfer before the container reaches an unsafe level.
Step 15 – Transfer Flammable or Combustible Liquids
Potential Hazards
- Fire.
- Explosion.
- Static ignition.
- Vapor exposure.
Required Controls
- Eliminate or control ignition sources within the hazardous area.
- Maintain required bonding and grounding throughout the transfer.
- Use approved pumps, containers, hoses, and equipment for the liquid and location.
- Provide adequate ventilation to prevent hazardous vapor accumulation.
- Do not smoke, perform hot work, or introduce unauthorized ignition sources in the transfer area.
Step 16 – Transfer Corrosive Chemicals
Potential Hazards
- Chemical burns.
- Eye injury.
- Damaged equipment.
Required Controls
- Use chemical-resistant PPE selected from the SDS and hazard assessment.
- Use transfer equipment and containment compatible with the corrosive chemical.
- Keep required eyewash and emergency shower facilities immediately accessible.
- Avoid open pouring when a safer closed-transfer method is available.
- Immediately address splashes, leaks, or damaged equipment according to emergency procedures.
Step 17 – Transfer Reactive or Incompatible Chemicals
Potential Hazards
- Violent reaction.
- Toxic gas.
- Fire or explosion.
- Heat generation.
Required Controls
- Verify the receiving container and transfer system are free of incompatible residues.
- Do not mix chemicals unless the process is specifically designed, reviewed, and authorized for that reaction.
- Maintain required segregation from incompatible substances.
- Follow any temperature, addition-rate, ventilation, or sequencing requirements.
- Stop work if unexpected heat, gas generation, discoloration, foaming, or pressure develops.
Step 18 – Handle Small-Container Transfers
Potential Hazards
- Splash.
- Spill.
- Ergonomic strain.
Required Controls
- Use funnels, dispensing pumps, spigots, or other controlled-transfer devices where appropriate.
- Keep receiving containers stable and within secondary containment.
- Avoid lifting or pouring heavy containers when mechanical dispensing methods are available.
- Pour slowly and keep the container opening below face level where practical.
- Close and secure containers promptly after transfer.
Step 19 – Stop the Transfer
Potential Hazards
- Residual pressure.
- Drips.
- Unexpected flow.
Required Controls
- Stop the pump or close the appropriate source valve before disconnecting equipment.
- Allow flow to stop completely.
- Relieve trapped pressure using the approved procedure.
- Drain or recover residual chemical from hoses into an approved container where required.
- Keep containment in place until disconnection is complete.
Step 20 – Disconnect Hoses and Fittings
Potential Hazards
- Chemical splash.
- Residual pressure.
- Skin or eye exposure.
Required Controls
- Verify the system is isolated and depressurized before disconnecting.
- Wear required chemical PPE during disconnection.
- Position the body away from fittings and anticipated drip or spray paths.
- Use drip pans, caps, plugs, or dry-disconnect devices to control residual chemical.
- Immediately cap or close open container and hose connections.
Step 21 – Clean or Decontaminate Equipment
Potential Hazards
- Chemical exposure.
- Incompatible cleaning agent.
- Waste generation.
Required Controls
- Follow manufacturer, SDS, and site requirements for flushing or cleaning transfer equipment.
- Use only compatible cleaning or neutralizing agents.
- Collect rinsate, residues, and contaminated absorbents for proper handling and disposal.
- Do not discharge chemical residues to drains, soil, or waterways unless specifically permitted.
- Maintain required PPE until decontamination is complete.
Step 22 – Respond to a Spill or Leak
Potential Hazards
- Chemical exposure.
- Fire.
- Environmental release.
- Slip hazard.
Required Controls
- Stop the transfer and isolate the source when it can be done safely.
- Warn nearby personnel and restrict access.
- Use spill-control materials only within the employee’s level of training and authorization.
- Report the release and initiate the applicable spill-response or emergency procedure.
- Evacuate and obtain emergency assistance when the release exceeds available training, PPE, equipment, or response capability.
Step 23 – Respond to Chemical Exposure
Potential Hazards
- Eye injury.
- Skin burns.
- Inhalation or ingestion exposure.
Required Controls
- Stop work and move away from the source of exposure.
- Use eyewash or emergency shower immediately when required by the chemical and exposure.
- Remove contaminated clothing when appropriate while preventing additional exposure.
- Obtain medical evaluation or emergency assistance as required by the SDS and company procedure.
- Report the exposure promptly and preserve chemical identification information for responders.
Step 24 – Label, Secure, and Store Containers
Potential Hazards
- Misidentification.
- Leakage.
- Incompatible storage.
Required Controls
- Verify containers are closed and properly labeled after transfer.
- Return chemicals to approved storage locations.
- Maintain required segregation of incompatible chemicals.
- Inspect the transfer area for drips, residues, or contaminated materials.
- Remove temporary containment or barriers only after the area is safe.
General Safe Work Requirements
- Chemical identity, hazards, SDS information, and container compatibility shall be verified before transfer.
- Unlabeled or unidentified chemicals shall not be transferred.
- Source and receiving containers shall be inspected and confirmed compatible with the chemical.
- Transfer hoses, pumps, fittings, valves, seals, and other components shall be chemically compatible and suitable for the expected service.
- Required PPE shall be worn throughout transfer, disconnection, cleanup, and decontamination activities.
- Secondary containment and spill-control measures shall be used where required by the chemical, quantity, location, or applicable procedure.
- Bonding and grounding shall be used where required for flammable or combustible liquid transfers.
- Active transfers shall be monitored to prevent leaks, overfilling, and uncontrolled releases.
- Ignition sources shall be controlled where flammable or combustible chemicals are transferred.
- Incompatible chemicals shall be segregated and shall not be mixed unless the process is specifically designed and authorized.
- Emergency eyewash, safety shower, spill response, fire protection, and communication equipment shall be accessible as required by the hazards.
- Transfer systems shall be stopped, isolated, and depressurized before hoses or fittings are disconnected.
- Chemical spills and exposures shall be addressed according to the SDS and applicable emergency procedures.
- Wastewater, rinsate, residues, absorbents, and contaminated materials shall be handled and disposed of appropriately.
- Work shall stop whenever chemical identity, compatibility, equipment condition, ventilation, containment, PPE, or other required controls are inadequate or uncertain.
Training
Employees performing chemical transfers shall receive training appropriate to the chemicals, equipment, and transfer methods involved. Training shall include Hazard Communication, SDS and label use, chemical compatibility, transfer-equipment inspection, PPE selection and use, bonding and grounding where applicable, secondary containment, spill prevention, overfill prevention, emergency eyewash and shower use, spill and exposure response, waste handling, and stop-work requirements.
